Overview

NHS England’s ambition is for patients and the public to be at the heart of everything we do, in line with the values of the NHS Constitution. In September 2013 Transforming Participation in Health and Care was published as statutory guidance in the form of an interactive resource for NHS England and clinical commissioning groups. We have subsequently introduced a range of initiatives to underpin our commitment to patient and public participation.
 
However, we need to go further and the NHS England Board established a Board-level Task and Finish Group chaired by Lord Victor Adebowale. This group is overseeing a number of important actions to strengthen the way that NHS England connects with, and involves, the public. These include the development of: 
 
  1. A DRAFT over-arching Patient and Public Participation Policy. This policy is for patients and the public, and for NHS England staff, to broadly outline our approach to participation.  
  2. A DRAFT accompanying Statement of Arrangements and Guidance for Involving the Public in Commissioning document. This shows how NHS England carries out its legal duty under section 13Q of the NHS Act 2006, as amended by the Health and Social Care Act 2012.  It is primarily a resource for NHS England commissioning staff, but will be available to the public on our website.

The views of patients and the public, and our staff, are very valuable to us in shaping our future approach to participation.  Following some initial engagement, we are now seeking comments on the above documents.  It would be helpful if these were considered alongside the existing Transforming Participation in Health and Care guidance.

What happens next

All feedback received by this date will be considered and incorporated as appropriate into the documents, which will be presented to the Board of NHS England for approval in November 2015. Thereafter, there will be an opportunity for the public to comment via our website and in other ways on how the policy and arrangements are working in practice, and they will be reviewed and re-issued by March 2017 if necessary.
