Specialised Services clinical commissioning policies and service specification - 8th Wave

NHS England has today (21 March 2016) launched a 30 day public consultation on a proposed number of new products for specialised services, (including service specifications and clinical commissioning policies). There has already been extensive engagement on these national specifications and policies, as they have been developed with the support and input of lead clinicans and patient and public representatives. This approach has helped ensure that the views of key stakeholders have informed and influenced the development of the specifications and policies to date. Please note this is one of several public consultations on a proposed number of new draft products for specialised services. We now wish to test them further with wider groups of stakeholders.

Specialist services for sarcoma have gradually evolved based on pre-existing expertise and more recently shaped by the NICE Improving Outcomes for People with Sarcoma (NICE, 2005).

Considerable variation exists nationally between services, especially for volume and availability of comprehensive services for all types of sarcoma. Of considerable concern is the variation in likelihood of patients being referred for specialist care.  Finally, sarcomas are a complex, heterogeneous group of diseases for which biological insights informing therapy are rapidly emerging and for which  there are well documented poor clinical outcomes.

Redrafting the service specification provided an opportunity for specialists experienced in the delivery of sarcoma care to advice on its contents.   The changes to the specification are based on principles including equality of access for all patients with suspected or proven sarcoma to specialist services and the prospective evaluation of the effectiveness of specialist sarcoma services against pre-determined indicators
